Cofely Nederland, KlokBouw BV and Biest-Houtakker WWTP: a clean deal
Bunnik. Cofely Nederland, KlokBouw BV and De Dommel Water Board have signed a contract in which Cofely and KlokBouw BV are fully responsible for the design, construction and putting into operation of the Biest-Houtakker wastewater treatment plant (WWTP). The WWTP is to be fully adapted and renovated in compliance with the latest insights in the field of wastewater treatment and will combine a biological process with sand filtration, thus leading to a substantial decrease in energy consumption. The contract is globally worth more than EUR 14 million.
De Dommel Water Board provides Midden-Brabant with sufficient clean and safe water. The water board has eight wastewater treatment plants, one of which is Biest-Houtakker. The Biest-Houtakker WWTP is a biological wastewater treatment plant which was built in 1976, and services more than 75,000 households in the Tilburg area. Although the present plant fulfils all current regulations, adaptations to the design and configuration are necessary in order to be able to continue to comply with the increasingly stringent discharge requirements which will apply in the future. The water board also keeps tabs on developments in sustainability. Every year De Dommel Water Board turns 100 million cubic metres of wastewater into clean surface water. However, the quality of the treated wastewater needs to be improved more and more.
New form of tendering
In order to comply with these requirements, De Bommel Water Board has decided to adapt the Biest-Houtakker WWTP, and the contract for this was awarded to the Cofely Energy & Infra-Water Solutions and KlokBouw BV consortium. Cofely will particularly realize the electrical and mechanical engineering and works and KlokBouw BV will take in charge the civil design and works.
'As a consortium we have an integrated responsibility,' explains Ruud Majenburg, member of the Executive Team and General Manager of Cofely’s market segment and specialist businesses. 'The water board chose the Cofely and KlokBouw BV consortium because our tender was the most advantageous economically. The allocation not only took the quality aspects of our tender into account, but also the total lifetime costs. In addition to the contract price, it also includes power consumption, silt processing, maintenance costs, and the cost of the use of chemicals. We have been able to reduce the power costs by applying an ABW filter. This filter is constructed in such a way that less water level difference and less power are needed to filter the wastewater, resulting in a substantial reduction in energy consumption.'
